Is there a 'What's New' page which explains the differences in new versions? I can't seem to find one.

No, we don't (yet) have such a page. Version 2.2.3 was a fairly small release. Here are the changes:
The Outstanding Invoices report can now be grouped by customer name as well as days overdue
* The Profit and Loss report configuration is now saved when you close Solar Accounts
* Report columns are no longer reset when the report is refreshed
