VAT Report Creation Issue

I cannot create a VAT report for the period Jan - March 2019.
the MTD starts for periods from 1 April 2019 so I should be still able to create the report on the off line version

Please advise what do I have to do

Hi Renata,

To view the VAT report for any period, go to the Reports list and select
"VAT Return Detail" report (if you are running the old offline version) or
"VAT Period Detail" report (if you are running the online version). Then
click the Configure button next to the report title and set the period.

Does that work for you? If not, what is the error message?
