Query on Invoicing to Private Individual

I would like to know how I can send an invoice to a customer who is not able to deduct and pay the CIS for example a private individual rather than a company.

Hi Philip,

I'm afraid we are not familiar with CIS rules for when your customer is
unable to deduct the CIS amount from the payment. Please contact HMRC for
an answer to this question. Sorry I can't be of more help.
