Hi is there a setting to change P&L report from accrual to cash basis?

Sorry no, Solar Accounts always shows the P&L report using an accrual
basis. The workaround would be to export the P&L report to a spreadsheet,
then adjust the figures based on the change to the Accounts Receivable and
Accounts Payable balance between the start and end of the report period.
